PROBLEM TO BE SOLVED: To provide a media reformation device and an image formation device precisely performing reformation processing on a processing object medium by discharge.SOLUTION: A media reformation device 4 comprises a plurality of discharge electrodes and a counter electrode disposed at respective positions facing each other across a processing object medium P to be conveyed. The plurality of discharge electrodes are disposed along a conveyance direction of the processing object medium P as well as along an orthogonal direction orthogonal to the conveyance direction. The media reformation device 4 individually shifts a state of each of discharge electrodes between a possible state enabling discharge and an impossible state disabling discharge with respect to the counter electrode to individually perform discharge.SELECTED DRAWING: Figure 1
