PROBLEM TO BE SOLVED: To provide a nonflammable water vapor barrier film that excels in flexibility and moisture resistance, and has a high mechanical strength; and moreover to provide a method of manufacturing the nonflammable water vapor barrier film, a solar cell backsheet made by using the nonflammable water vapor barrier film, and a solar cell made by using the nonflammable water vapor barrier film or the solar cell backsheet.SOLUTION: The nonflammable water vapor barrier film is made by laminating a nonflammable film layer and a water vapor barrier film layer, wherein the nonflammable film layer contains a non-swelling clay mineral, the content of the non-swelling clay mineral is at least 30 wt.% and at most 90 wt.% based on the total weight of the nonflammable film layer, and the water vapor barrier film layer contains a swelling clay mineral.
