The invention relates to a modular system as an autonomous container meant for refugee camps and for other insular installations and to a method for using the modular system. According to the invention, the modular system comprises a power subsystem (1), a communication subsystem (9) which takes over internal and external voice and data communications of the target objective, a perimetral monitoring and security subsystem (15) for objective protection, a subsystem (19) for medical monitoring of vital parameters in human subjects, a subsystem (26) of auxiliary equipments for perimetral illumination of the objective, an integrating IT system (30) for monitoring and control with the management of the services provided, and a shipping-like or road-like transport container (33) in which all the subsystems of the service assembly are packaged for transport and functionally arranged.
