According to embodiments of the present invention, a pedal module comprises: an accelerator pedal; a pedal sensing unit including an accelerator pedal sensing unit to detect pedal effort applied to the accelerator pedal, and an accelerator pedal rotary angle sensing unit to detect the rotary angle of the accelerator pedal; a pedal monitoring unit which determines an abnormal, rapid acceleration situation by using information inputted from the pedal sensing unit to determine whether it is abnormal rapid acceleration, transfers an accelerator pedal output signal in accordance with the accelerator pedal rotary angle inputted from the pedal sensing unit to a control unit if the situation is not regarded as an abnormal rapid acceleration situation, and transfers a controlled accelerator pedal output signal to the control unit if the situation is regarded to be an abnormal rapid acceleration situation; and the control unit to control the vehicle in accordance with an accelerator pedal output signal inputted from the pedal monitoring unit.
