The present invention relates to an inclination testing system for a semi-submergible offshore structure used to recognize the light load and center of gravity of an offshore structure and an inclination testing method thereof. The method and system can significantly reduce the time and costs required for an inclination test and ensure safety and stability of the test from the risks resulting from harsh environmental conditions. According to the present invention, the inclination testing system for the semi-submergible offshore structure includes: a testing water storage tank arranged on an upper platform of the semi-submergible offshore structure; a hull tank which is formed on a pontoon arranged on the lower part of the semi-submergible offshore structure and the testing water storage tank; and a testing water path which connects the testing water storage tank and the hull tank. Accordingly, the inclination testing system can flow the inclination testing water to the hull tank from the testing water storage tank.
