Disclosed are a VoLTE originating-call processing system, which enables transmission and reception services between subscribers to a corresponding Internet protocol multimedia system (IMS) to be provided via a detour route even when a failure occurs at a node for an interconnection border control function (IBCF) in a transmission or reception network for a VoLTE call, and also provided are a serving-call session control function device and a VoLTE originating-call processing method for this device, and an interconnection border control function device and a control method. According to the present invention, the VoLTE originating-call processing system for processing a transmitted voice over LTE (VoLTE) call in a long term evolution (LTE) network comprises: a device for a gateway control function, which configures communication via a legacy network; and a device for a serving-call session control function (S-CSCF), which detects a failure in a device for an interconnection border control function (IBCF), operating in conjunction with the device for the S-CSCF, by periodically checking for a state of the device for the IBCF, and which, when the failure is detected from the device for the IBCF and an originating call in which a subscriber to another IMS is designated to a receiver is received in an LTE network, sets up routing to the device for the gateway control function and then processes the originating call.
