PROBLEM TO BE SOLVED: To provide a degree-of-data disclosure control device, degree-of-data disclosure control method, and degree-of-data disclosure control program that control the degree of disclosure of data from a data provider to a data user taking the degree of relation between the data provider and the data user into consideration.SOLUTION: A degree-of-data disclosure control device controls the degree of data disclosure when measurement data on a monitored person is obtained and disclosed to a monitoring person using a value indicating a privacy risk that the monitored person will bear by one time of disclosure processing. The device comprises: log analysis means for updating a permissible value of the privacy risk input by the monitored person on the basis of the degree of relation of both people calculated from a communication log between a terminal of the monitored person and a terminal of the monitoring person; and data determination means determines that the combination of elements satisfying a request by request data information from the monitoring person to the monitored person and having a calculated value indicating the privacy risk not exceeding the permissible value, as data transmission condition information for data disclosure from a sensor device to the terminal used by the monitoring person.
