a control plan device in a cloud computing system that runs a plurality of virtual machines to deploy network function virtualization (nfv). the control plane device is operable to generate a general packet radio service (gprs) tunnel protocol (gtp) deployment on a packet core (pc) of a third generation network (3g) that has a Split architecture in which a 3g network pc control plan is in the cloud computing system. The control plan communicates with a PC data plan through a control plan protocol. The data plan is deployed to a plurality of 3g network network devices. the control plane device and the plurality of virtual machines are operable to communicate with other control plane devices in the cloud computing system and with the plurality of data plane network devices.
