PROBLEM TO BE SOLVED: To provide a management system and management device for assisting the execution of BCP and LCP and maintaining functions in a specific building or specific area.SOLUTION: An emergency management system includes: specific information detection means 2; specific device operation means 4; and management means 1 that manages input/output between those means. The specific information detection means includes: a reception sensor 20 that detects the state of receiving externally supplied lifeline elements; and an internal connection sensor 30 that detects the connection state of the supplied lifeline elements within a specific range. The specific device operation means includes: self-supply devices 41 and 42 for supplying the whole or part of the lifeline elements by themselves; and a switching device 43 that controls the opening and closing of supply paths. The management means includes: storage means 53 that stores the lifeline elements necessary for continuing operations; supply device control means 56 for operating the self-supply devices; and reception means 55 that continuously receives information, which is output from the specific information detection means, and information on control by the supply device control means.
