The gradient of a straight line indicating a distribution state of the ratio between the amounts of changes in two-dimensional coordinates of a real part and an imaginary part of an S parameter of a high-frequency signal is prepared in advance as a comparison reference, the gradient of the straight line being obtained when an object to be detected containing no foreign matter is passed through an electromagnetic field generated in a space around a transmission line (11) during transmission of the high-frequency signal. An analysis device (13) compares the comparison reference with the gradient of a straight line in two-dimensional coordinates of a real part and an imaginary part of an S parameter of a high-frequency signal similarly obtained from an object (20) to be detected for which whether or not the object (20) contains foreign matter is unknown, and when the comparison reference is different from this gradient, the analysis device (13) detects that the object (20) to be detected contains foreign matter.
