The present invention provides a device for detecting output and an operation state of charge or discharge of a static electricity tester, capable of easily detecting a cause of abnormality when an abnormal state is generated, by detecting an output voltage of a static electricity tester and the abnormality of a charge operation and a discharge operation at same time. According to the present invention, the device for detecting output and an operation state of a static electricity tester includes: a main system (100) including a high voltage generator (110) generating a predetermined high voltage and a control circuit unit (120) controlling the operation of the high voltage generator (110) in accordance with a control of a user; a charging and discharging element (210) connected to the high voltage generator (110) of the main system (100) in parallel and charging or discharging the high voltage output from the high voltage generator (110) in a predetermined first charging time unit or in a first discharging time unit; a high voltage charge and discharge control unit (200) connected between the high voltage generator (110) and the charging and discharging element (210), wherein the high voltage charge and discharge control unit (200) includes a high voltage charge control unit (220) switching and controlling the charging operation of the charging and discharging element (210) in the first charging time unit, and a high voltage discharge control unit (230) connected to an output end of the charging and discharging element (210) in the parallel and switching and controlling the discharging operation of the charging and discharging element (210) in the first discharging time unit; and an output and state detecting unit (400) detecting whether the voltage is applied to both ends of the charging and discharging element (210) and a voltage value and transmitting the detected voltage value to the control circuit unit (120) of the main system (100).
