The present invention relates to a method for extracting an extract from Phellinus linteus. Electrolyzed alkaline water having a small particle size through electrolysis is used by an extraction solvent for the Phellinus linteus. To prevent the destruction of active ingredients due to high-temperature water extraction, the ethanol and isopropanol are mixed for a low-temperature extraction operation for obtaining a beneficial Phellinus linteus extract. According to the present invention, the extraction method can be used to obtain the Phellinus linteus extract from Phellinus linteus powder by using the extraction solvent prepared by mixing weak alkaline water in pH 7.4-8.5, ethanol, and iso-propanol at the weight ratio of 20.5:10.5:10.5 at 60-70C for 4-6 hours. A method of using the extract from Phellinus linteus from Uzbekistan includes the process of obtaining the Phellinus linteus extract from Phellinus linteus powder by using the extraction solvent prepared by mixing weak alkaline water in pH 7.4-8.5, ethanol, and iso-propanol at the weight ratio of 20.5:10.5:10.5 at 60-70C for 4-6 hours. The Phellinus linteus extract is mixed with the aloe vera to alleviate atopic dermatitis, reduce skin irritation, and moisturize the skin.
