The present invention relates to an expanding drilling machine for the soft ground and a method for reinforcing the soft ground using the same, which can drill and expand a hole in the ground and prevent settlement of the ground. The expanding drilling machine for the soft ground according to the present invention comprises an all-in-one drilling assembly having: an outer casing (10); an expansion inducing block (20) mounted inside the outer casing to protrude forwardly; a cylinder block (40) connected to the rear of the expansion inducing block; an expansion wing bit (30) connected to the front of the cylinder block; and a rod (50) connected to the rear of the cylinder block to rotate and move the cylinder block forwardly and backwardly.
