To easily extract intercellular void-padded regions in massive form from a cell image in which cell clusters formed of a plurality of cells aggregating in lumps are imaged.SOLUTION: Provided is an image processing apparatus 5, comprising: a first smoothing unit 11 for smoothing the luminance values of a cell image that contains a plurality of cell clusters comprising a plurality of cells to generate a smoothed image in which voids between cells in each cell cluster are padded; a seed preparation unit 13 for binarizing the smoothed image into a background region of the cell clusters and a non-background region; and a region expansion unit 23 for dividing the non-background region of the binarized smoothed image into regions corresponding to individual cell clusters.SELECTED DRAWING: Figure 1
