To accurately detect the state of equipment installed outdoors as a management object.SOLUTION: According to an embodiment, an equipment state detection device is a device that detects the state of a branch line attached to a pole mounted on a road surface using three-dimensional point group data representing three-dimensional coordinates at a point on a surface of an outdoor structure acquired from a measurement unit, and includes: creation means for creating three-dimensional model data by three-dimensionally modeling the branch line on the basis of the three-dimensional point group data; and calculation means for calculating a length, degree of sagging, and position information of the branch line on the basis of the three-dimensional model data.SELECTED DRAWING: Figure 2
