PROBLEM TO BE SOLVED: To reduce application cost without damaging safety property for crime prevention.SOLUTION: When an automatic cash transaction device 10 is started up, an application device 20 transfers an amount of budget which is same to an amount of cash 12 stored in a storage part 11 of the automatic cash transaction device 10 from a manager account 22a to a transaction device application account 21a, and allows a manager to have ownership of the cash 12. Therefore, the manager can cope with failure related to cash of the automatic cash transaction device 10 when a failure occurs. When the automatic cash transaction device 10 is stopped, the application device 20 transfers the budget which was transferred when the automatic cash transaction device 10 was started up, from the manager account 22a to the transaction device application account 21a, and allows a financial institution to have ownership of the cash 12. Therefore, the financial institution can manage the cash for taking a crime prevention countermeasure.SELECTED DRAWING: Figure 1
