PROBLEM TO BE SOLVED: To provide a delivery management system, a delivery management method, and a delivery management program capable of achieving an improvement in appropriateness in selection of a substitute recipient of a baggage.;SOLUTION: A delivery management system determines, on the basis of an address included in personal information, a neighbor as a person whose address is located within a specific range with respect to an address of a receiver (S222), also determines, on the basis of a specific condition, a highly intimate person as a person whose degree of intimacy with the receiver is equal to or greater than a specific degree (S221), and determines, as a substitute recipient, a person corresponding to both the neighbor and the highly intimate person.;SELECTED DRAWING: Figure 9;COPYRIGHT: (C)2019,JPO&INPIT
