Disclosed are a rapid biomass pyrolysis device and a manufacturing method of bio-oil. The rapid biomass pyrolysis device of the present invention comprises: a fluidized bed reactor which is formed in a cylindrical shape, has a gas dispersion plate in a lower part thereof, and uses fluidized sand to rapidly pyrolyze biomass; a biomass supplier which is provided on one side of the fluidized bed reactor and supplies biomass to the fluidized bed reactor; a cyclone which receives pyrolysis gases of the biomass from the fluidized bed reactor to recover char contained in the pyrolysis gases; and a bio-oil condenser which condenses bio-oil from the pyrolysis gases having char removed from the cyclone and produces bio-oil. Accordingly, the present invention effectively burns char, an inhibitor of bio-oil producing processes, to inhibit a secondary reaction and improve gains of bio-oil, and recycles CO_2 and non-condensable gases generated by a char combustor to greatly reduce uses of fresh gases, thereby lowering an operating cost.
