The present invention relates to a safety access control system for a session-sharing-based risk command of server remote access comprising: a client proxy handler; a policy checking unit; an authentication unit; and a server proxy handler. The client proxy handler and the server proxy handler are connected to each other to relay a command message of a user terminal and a response message of a server. When another user (referred to as a second user) requests sharing for a server access session formed by one user (referred to as a first user), the authentication unit provides a configuration for connecting a client proxy handler of the second user to a server proxy handler of the server access session.
