The present invention provides a system for reducing and monitoring nonpoint pollution, which is possible to firstly filter pollutants contained in polluted water by using a buoyant filter means installed on a precipitation tank in which the polluted water is introduced, cleans the buoyant filter means to improve filter performance by using backwashing water, and is possible to notify an abnormal signal to an operator when generating the same by monitoring a flow rate and turbidity information of the polluted water introduced into the precipitation tank and processing water discharged from a drainage tank at the outside.
