To provide an effective foreign language learning system utilizing characteristics of an infancy, and a learning support method by the foreign language learning system.SOLUTION: In a foreign language learning system in which a user terminal and a server are connected via a network, the server stores a user management table storing a learning level with a user ID, acquires the learning level on the basis of the user ID to be input and the user management table for the user terminal, provides a user of the user terminal with a phrase of a foreign language read by the user as a content "for talking" corresponding to the acquired learning level, and transmits a voice file of a story including phrases of the transmitted content "for talking" at a certain ratio to the user terminal as a content "for playing".
