An acquisition part acquires a quantity relating to an operating rate of a plant facility and a quantity relating to energy consumption of the facility. On the basis of the quantities acquired by the acquisition part, an index value identification part identifies an index value which increases the lower the energy consumption and the higher the operating rate, or an index value which decreases the lower the energy consumption and the higher the operating rate. An index value output part outputs information relating to the index value.
