PROBLEM TO BE SOLVED: To correctly identify a travel route of a vehicle with a low load.SOLUTION: A route obtaining device includes a reception section and a control section. The reception section is configured to receive a first list including the list of vehicles with which multiple road side devices perform communication from each one of the respective road side devices that are arranged each by one or more in each one of multiple routes constituting a road and are communicable with vehicles traveling on the road. The control section is configured to perform distribution for each vehicle in the first list, to generate a second list including the list of road side devices that have performed communication for each vehicle, and to identify a travel route of a vehicle through the use of the generated second list, first information capable of identifying a connection destination of each one of the multiple routes, and second information capable of identifying one or more road side devices arranged in each one of the multiple routes.SELECTED DRAWING: Figure 1
