A heat insulation performance diagnosis device (10) diagnoses the degree of deterioration of the heat insulation performance of a building, the device comprising: a wall temperature estimation unit (26) that calculates, on the basis of an estimation condition, an estimation image of temperature distribution of the inner and outer surfaces of a target wall; a correction value storage unit (30) that stores a correction value; a correction unit (28) that corrects the estimation image on the basis of the correction value stored in the correction value storage unit (30) to obtain a comparison image; a comparison unit (33) that determines, on the basis of a result of comparing the comparison image and a thermal image of the inner and outer surfaces of the target wall, the degree of deterioration of the heat insulation performance of the building; and a correction value calculation unit (36) that calculates the correction value on the basis of basic data that was obtained during an initial period in which the heat insulation performance had not yet deteriorated and that includes the estimation image and the thermal image.
