Disclosed is a mortar composition for repair and reinforcement, which has improved workability by high flow and improved durability such as adhesion, watertightness, dry shrinkage, chemical resistance by incorporating ultra-rapid hardening cement and polymer resins in a specific content. The present invention provides the mortar composition for repair and reinforcement of a concrete structure manufactured by using a binder containing 70 to 85 wt% of Portland cement, 5 to 15 wt% of ultra-rapid hardening cement, and 10 to 15 wt% of EVA-based re-emulsifying polymer resin.
