The present invention relates to a mortar composition for repairing and reinforcing underwater concrete structures having excellent durability and adhesion properties and a method for repairing and reinforcing concrete structures using the same, more particularly, to a mortar composition for repairing and reinforcing underwater concrete structures having excellent durability and adhesion properties and a method for repairing and reinforcing concrete structures using the same for improving durability and bonding strength with a concrete structure when repairing and reinforcing a cross section of an underwater concrete structure so that repairing and reinforcing effects are maintained for a long period of time while stably completing the underwater repairing and reinforcing construction in a short period of time, thereby providing excellent economic feasibility and long-term durability.
