The present invention is a seismic design system of a ground-pile system in consideration of dynamic characteristics, an input value calculating unit 100 for calculating input values of frequencies and accelerations for a plurality of ranges by a 1g shaking table experiment; An initial dynamic p-y curve generator 200 for generating an initial dynamic p-y curve in the input frequency and input acceleration range obtained from the input value calculating unit 100; A vertex search unit (300) for finding vertices with maximum ground reaction force from the initial dynamic p-y curve; And a final dynamic p-y curve derivation unit 400 that derives a final dynamic p-y curve applicable to equivalent static analysis by connecting the searched vertices.
