The present invention is a seismic design system for a ground-pile system in consideration of dynamic characteristics, comprising: an input value calculation unit 100 for calculating input values of frequencies and accelerations for a plurality of ranges through a 1g shaking table experiment; An initial dynamic p-y curve generating unit 200 for generating an initial dynamic p-y curve in the input frequency and input acceleration range obtained by the input value calculation unit 100; A vertex search unit 300 for finding vertices at which maximum ground reaction force appears from the initial dynamic p-y curve; And a final dynamic p-y curve derivation unit 400 for connecting the found vertices to derive a final dynamic p-y curve applicable to the equivalent static analysis.
