The objectives of this analysis were to evaluate the current version of theHighway Capacity Manual's methodology regarding the level of service of unsignalized intersections and to determine the feasibility of incorporating safety as a measure of effectiveness for unsignalized intersection performance. The specific purposes were to: Determine whether the methodology employed by the 1994 Highway Capacity Manual yielded similar results obtained in the field for average total delay and level of service; Determine whether there was a relationship between accident rate and average total delay only at the unsignalized intersections; Identify other contributing variables and incorporate those characteristics into a model with average total delay to form a relationship that forecasted accident rate, if a relationship between accident rate and average total delay only could not be determined; Determine the extent to which average total delay can be used as a predictor for safety at unsignalized intersections; Develop a sample set of example guidelines for the relationship between safety and level of service at unsignalized intersections for engineering design purposes. The scope of this project was limited to data obtained from intersections located in Charlottesville, Virginia.
