A generalized set of procedures was developed to allow the Postal Service to evaluate candidate mechanization for use in mail processing (sorting). These procedures include estimating current costs on an office-by-office basis for the three types of mail (collection and acceptance, transit, and incoming) utilizing Work Load Recording System (WLRS) data. The procedures also include a scheduling model designed to maximize savings from mechanization given the hourly and daily fluctuations in the volume of the three mail types. The entire set of procedures was used to evaluate the letter mail code sort system. Volume 2 presents a detailed methodological description, including the mathematical models and data utilization procedures. (POD abstract)
