Child Abuse and Neglect Information Management Systems: A Report from the 2nd National Conference on Data Aspects of Child Protective Services

The report is divided into five parts. Part I discusses state approaches to the development and use of management information systems. Part II reviews state approaches to the development and use of management information systems. Part II reviews state approaches to the development and maintenance of central registers, while Part III deals with the client tracking and case management functions of information systems. Parts IV and V discuss problems, issues, and future prospects related to all three aspects of child abuse and neglect information and data management systems. There are three Appendices to the report. Appendix A is a list, provided by American Humane, of those attending the Conference. Appendix B briefly describes two major studies involving data collection on a nationwide basis, the National Study on Child Neglect and Abuse Reporting and the National Study of the Incidence and Severity of Child Abuse and Neglect. Staff members from both of these projects made presentations to Conference participants. Appendix C, prepared by Susan D. Lauscher, J. D., of Herner and Company, is a detailed review of the existing statutory provisions that establish central registers in the various states. Laws dealing with the operation of these registers as well as issues of confidentiality of central register data and the sealing, amendment, and expunction of records are reviewed.
