India's ONGC Sets Several Conditions For Kakinada Refinery/PC Complex

New Delhi-Oil and Natural Gas Corp. (ONGC) of India has presented the Andhra Pradesh government with a list of conditions for proceeding with its plans for a refinery and petrochemical complex in Kakinada, India (PCN, 11 Dec 06, p 3). Among the conditions, ONGC is seeking 950 hectares of land free of cost for the project, exemption from sales taxes on petroleum and petrochemical products and fiscal incentives normally granted to special economic zones. Those incentives include free power and water supplies to the complex and road, rail and communications connectivity.
