The president of Mexico’s ruling PRI party, Cesar Camacho, says it would be willing to change the country’s constitu- tion if energy reforms required doing so, making it increasingly likely that state- owned Pemex will lose its monopoly over domestic oil exploration and production. The unprecedented statement comes a week after the opposition PAN party unveiled an energy reform proposal that would offer Pemex first refusal on new exploration blocks, but would submit all rejected blocks to tender. The PAN’s pro- posal also focuses on maximising state earnings from oil, even if that means reducing direct control over resources.
