The 23rd annual summit meeting of major industrialized nations took place in Denver, the United States, from June 20 to 22, and Japan was represented by Prime Minister Ryutaro Hashimoto, with Foreign Minister Yukihiko Ikeda and Finance Minister Hiroshi Mitsuzuka leading his retinue. This year's meeting marked a historic turning-point as Russia participated in almost all the sessions during the summit for the first time alongside the Group of Seven (G-7) countries — Britain, Canada, France, Germany, Italy, Japan and the United States. At a working dinner on June 20 that kicked off the Denver Summit, Prime Minister Hashimoto expressed concern over the worsening situation in Cambodia due to a conflict in the coalition government and proposed sendinga special envoy to that country to help settle the dispute. France, the former suzerain state, concurred and also expressed an intention of dispatching a special envoy to Cambodia. Other nations also supported Prime Minister Hashimoto's proposal. At the close of their three-day meeting, the leaders of the eight countries issued a special statement appealing to all Cambodian leaders to bring about political stability and demonstrate their commitment to holding a free and fair election.
