The Alaska Department of Fish and Game in early December likely will announce another enormous quota for the Sitka Sound herring sac roe fishery, perhaps on the order of the 14,000-plus tons seen the last two seasons. You'd think such a blessing of fish would be a good thing, a continuation of good times for the state's richest herring harvest and surely one of the most competitive fisheries anywhere in the world. But amid the abundance is a blood feud in Sitka, with each side claiming to be in a fight for survival. On one side are the fishery's 50 seine boat permit holders and their processors, guyswho have been scooping up sometimes gut-busting bags of roe-rich herring since the 1970s.
