As fish continue to die, California still fighting water wars

Fixing the engineering flaws of California's north-south water delivery system is, in the words of Gov. Jerry Brown, "A big idea for a big state." And reflecting the state's apparently muscular condition, Brown had no shortage of swagger in an Aug. 25joint press conference with federal officials announcing a plan to reconfigure a fish-killing, saltwater, flood-prone system that, pumps water from northern and central California through the San Joaquin-Sacramento River Delta south to otherwise arid industrial-scale farms and big cities like Los Angeles and San Diego.
