“Whether the limits come in new license laws, greater checks or inspection of material is not clear, [but] pressure is being put on recyclers to keep scrap inside the continent: any European producers is concentrated on this,” Alocci said. “I propose, therefore, given the energy saved and carbon emissions avoided by scrap usage, recyclers could be incentivized to keep material inside Europe in the following way: award scrap suppliers with a 'green certificate' for every mt converted from waste into product and sold to steelmakers in the EU.”
