With one oilsands extraction plant-the Great Canadian Oil Sands(GCOS)project-in full operation and another,even larger operation under construction by Syncrude Canada,the Alberta government decided the time was ripe to put a few more eggs into the province's petroleum basket.With 100 million of seed money and an ambitious plan to see what could be done about producing the massive volumes of bitumen too deep to be mined,it established the Alberta Oil Sands Technology and Research Authority(AOSTRA),and gave it a mandate to acquire the knowledge needed to"harness the full potential of the oilsands."
