Producers active in the Gulf of Mexico had little incentive last year to bid in substantial numbers for federal leases. For much of 2002, oil and natural gas prices did little to excite the industry. Low gas prices during the earlier part of the year and the mature nature of the basin meant that many companies, particularly majors, saw little reason to expand their Gulf holdings by any significant amount.
