On 11/12/13 Chevron U.S.A. Inc. (RP14-161) filed a complaint against Kinder Morgan Louisiana Pipeline LLC (KMLP), charging the company with being uncooperative with Chevrons desire to redirect capacity dedicated to flow-through of gas delivered at an LNG import terminal to service that would take advantage of liquefied natural gas (LNG) export terminals. The fact that KMLP, together with Chevron and other shippers, originally developed KMLP to move LNG imports from Sabine Pass LNG to points north does not justify KMLPs decision to deny Chevrons request for permanent point changes that would enable Chevron to use its stranded capacity on the pipeline, the complaint asserts.
