FERC Requests Comments on Intrastate Pipeline Capacity Transfers, Including Merits of Allowing Buy/ Sell Transactions and Capacity Release by Certain Section 311 and Hinshaw Pipelines

FERC issued a notice of inquiry (IMOI) (RM11-1) on 10/21/10 seeking comments on whether and how holders of firm capacity on (1) intrastate gas pipelines that provide interstate transportation and storage under section 311 of the Natural Gas Policy Act of 1978 (NGPA), and (2) Hinshaw pipelines that provide such services under section 284.224 blanket certificates, should be permitted to allow others to make use of their firm interstate capacity.
