A JUDGE in Winnipeg, Man., has delivered a third court defeat to the Canadian government in its controversial push to strip the Canadian Wheat Board (CWB) of its single desk control over marketing western barley. In 2006, then-Agriculture Minister Chuck Strahl ordered CWB not to use any resources supporting the retention of its monopoly controls over barley. Since taking office, the minority Conservative government has been trying to strip CWB of its barley control. Strahl argued that the government was acting to protect farmers' money.
