Is the GDC a right-touch regulator?

At the time of writing (November 2014), dentists are arranging to pay a sum of ￡890 to the GDC. This annual retention fee (ARF), which provides a licence to practise in 2015, represents a 55% increase on the previous year. The British Dental Association (BDA) considers that the GDC's unprecedented proposal for such a hike in fees is just one symptom displayed by an organisation that does not understand right-touch regulation.
