In response to statements, claims and theories made by regulators, politicians and producers on the issue of cost recovery in the new pesticide registration system, the Crop Protection Advisory Committee (CPAC) has decided the time has come to clarifythe position of Canadian farmers. The statement points out "it is generally recognized that improvements to the system for assessing pest management products and technology are in the best interests of the whole of society. As a result, the whole of society should bear the general costs of making these improvements. However, during the pesticide registration review process (1989-1991), producer participants accepted that users should bear some of the costs of system improvements which directly benefitthem (i.e. shorter turnaround time for the new registration process)."
