As little as a year ago, most experts had written off Germany as a contender on the international biotechnology scene. The spectacle of ten years of successful Green Party opposition to Hoechst's (Frankfurt, Germany) 1983 attempt to open a recombinantinsulin manufacturing plant convinced most observers that the German soul was irreconcilably opposed to biotech The fact that not only Hoechst, but other German pharmaceutical giants such as Bayer (Wuppertal, Germany), BASF (Ludwigshafen, Germany), andSchering AG (Berlin, Germany) scurried to the U.S to build and staff manufacturing and research facilities in the face of this political opposition seemed only to confirm this notion.
