After failing to reach an agreement that would facilitate adoption of an international climate treaty in Copenhagen, the US and China on Tuesday moved ahead with "Plan B," announcing a package of measures to strengthen cooperation on clean energy. The US and China - which together account for 40% of worldwide greenhouse gas emissions - could not settle their differences over the respective obligations of developed and developing countries. Consequently, global leaders said earlier this week that no legally binding treaty would be adopted at the Copenhagen climate summit, which begins Dec. 7 (IOD Nov.17,p3).
