Singapore is moving ahead with plans to build permanent offshore floating facilities to store oil products and petrochemicals. The project, spearheaded by state-run JTC Corp., is part of Singapore’s plan to boost its petro- leum storage capacity to build on its role as Asia’s oil trading hub.
