摘要

Health care systems the world over are not as responsive as they need to be - and are morally obliged to be - to the health care needs of minority racial and ethnic groups.Over the past 5 years a remarkable international consensus has emerged that people of diverse racial, ethno-cultural and language backgrounds are generally 'underserved' by local health care and other social services. The literature reveals that, compared to the average population, such people experience unequal burdens of disease, confront cultural and language barriers to accessing appropriate health care, and receive a lower level and quality of care when they do access health care services.
