On the onset upper shelf transition temperature behaviour in ferritic steels

In 1993 TAGSI published a statement on 'the Onset of Upper Shelf'. The background to this statement is described again to provide the context for comments in accompanying papers describing results of other discussions at TAGSI which make reference to the onset of upper shelf.
