Insensitivity of the optimal memoryless regulator of systems with time-delay in the states

A class of linear quadratic (LQ) regulators of the system with time-delay in the states is constructed by a memoryless feedback. It is shown that it satisfies the circle condition, and in consequence, it reduces the sensitivity. This property coincides with that of the finite dimensional LQ regulator.
